At the City Council session, deputies of most factions approved the City Budget for 2022 presented by the mayor's office, which, in particular, provides free travel for citizens, social support for more than 140,000 residents, preservation of CYSS, Palaces of Culture and other social programmes.
Vilkul-Pavlov's programme for free travel for all city residents began to be introduced on 1 January this year and has been fully operational since 1 May. It is a unique programme for Ukraine, which does not exist in other cities. During its operation, the number of Kryvyi Rih residents who prefer public transport has increased by 30%. Thus, a family of 4 saves up to UAH 6,000 of the annual family budget at a ticket price of UAH 2.5. And at the price of UAH 8, as in Dnipro, Kyiv, Mariupol and other cities, the savings are about UAH 20,000 per year for each Kryvyi Rih family.
Next year, all areas of the municipal programme for the development of sports and physical culture will be preserved and continued. Almost UAH 219 million is provided for this. These funds are included in the city budget for 2022.
Director of the Department of Family, Youth and Sports Svitlana Lavrenko noted,
“Our city is almost the only one in Ukraine that has a network of communal children's and youth sports schools. We have 10 of them. Children can do their favourite sports for free here, and it's more than 20,000 children. On behalf of Yurii Vilkul, the budget and city will ensure their maintenance in full as well as the payment of salaries to employees. Not all parents can afford private sports schools, to which the most of cities have already transmitted, and in Kryvyi Rih, all boys and girls, without exception, have equal access to sports and a healthy lifestyle.”
Kryvyi Rih residents are the most active! In our city, 16.5% of citizens voted for the projects of the "Participatory Budget-2022", while in such regional centres as the Dnipro - 15%, Mariupol - 3.9%, Zaporozhizhia - 3.9% and in the capital - 9.3 %.
On November 12, at a meeting of the council of the competition of local development projects, "Participatory Budget" summed up the results of voting and determined the winners of the seventh competition "PB-22". Kryvyi Rih selected the 59 best projects to be implemented next year. The total cost is almost UAH 30 million.
Acting Mayor Yurii Vilkul emphasized, “Kryvyi Rih is home to caring, active and enterprising people who have many good and creative ideas for the development of the city, and we help make them a reality. The Participatory Budget contest has proved its effectiveness, as more and more people from Kryvyi Rih take part in the voting, and projects become more interesting and diverse. Only this year, several new categories of projects were introduced, such as: "Cultural and entertainment innovations", "Sports", "Safety of Kryvyi Rih", "Improvement of neighbourhoods". They will all be implemented in 2022!”.
Kryvyi Rih is one of the few cities that, even in difficult economic conditions, does not reduce but preserves and maintains the infrastructure of the cultural sector. Thanks to the city authorities, all 10 Palaces of Culture operate in the city, and they give not only a base for creative teams but also jobs for citizens. Currently, the building of the Mystetsky Palace of Culture is being overhauled at the expense of the city budget. "Volodymyr Velykyi Square is becoming one of the most beautiful places in the city. Monument to Volodymyr the Great with lighting, repaired facades, new road surface, a lot has been done in the park behind the Mustetskyi Palace of Culture. This year's project is a complete thermal modernization of the Palace of Culture. Industrial Kryvbas has always been famous for its creative people, talented craftsmen. After all, a lot has been done and is being done in the city for this purpose. Kryvyi Rih is one of the few cities that has preserved the infrastructure for children's creativity. Almost all industrial enterprises refused to finance the palaces of culture, and the city took them on balance without counting the costs. From 2018 to 2021, cultural palaces "Tsentralnyi", "Inhulets", "Pivnychnyi", "Pivdennyi" were taken on the balance of the city. With the support of the city, they all retained their social and cultural orientation. Moreover, every year, despite the very difficult economic conditions, the increase of gas prices by the central government, and thus heating for the same culture centres, local authorities increase funding for culture and improve the conditions for creative development of residents. An example of this is the overhaul of the building Mystetskyi palace of culture.
